If it's one of the other contract trades, can't offer much help as Iv not needed to do any, but I'm sure I read another thread a couple of days back on how to properly set up contracts.
Here I have expressed myself incorrectly. I meant the cargo ship does not move to the oil rig.

There is useful information, for example:

I think that pretty much explains what's going on and why the ship isn't moving.
For a trade contract you need to have cargo modules attached to the harbour both for the export and the import goods. My tip is to accept a contract, THEN build the harbour for it. Your problem occurs when you build the harbour first, and assign every module to the export goods. The ship will get loaded alright, but it will likely just load full and not go anywhere. If you did that you will not have the option to completely reassign the cargo modules to the import goods, so you will have to deconstruct them and reconstruct them, then assign the appropriate space to the import goods.
