How to extract oil from nearby ocean?
I am playing the map that looks like a n or u shaped island, with plentiful resources.. There is only one small patch of oil underneath the land that I can drill for with my current technology.. Meanwhile, in the ocean nearby there is a plethora of oil that can be extracted.. How can I obtain this? Is it feasible to acquire early game? Or should I go with biofuel? I am going to run out of diesel soon and I can't rely on coal trade exports to keep my machines moving.. Unless that was the plan, as I see there is a huge chunk of coal that can be mined.

Sounds like Curland. The previous answer is correct. Dump materials in the water until you get to it.

If you are running out of oil from the small starter reserve then you aren't exploring the map fast enough. There is always an oil rig nearby that you can repair and get deliveries to a cargo dock.

Hey your answer was great too. I suppose I need to explore the map via the ship thats assigned to me at start and find an oil rig.

Yes, that's pretty high up on the to-do list in most cases so you can secure your fuel supply before your own oil runs out.
Finding the lumber mill can also be important if you're short on trees, since wood is a very basic building material.

Exploring the map is also a way to expand your population when the beacon no longer attracts them.

You will also finds things you need to unlock specific research options out on the map. Like wheat seeds for wheat farming. Also, I think you can't research the cargo dock before you find that oil platform? One is directly next to your island, so peek at all the nodes close to you.

More likely you have to find a derelict cargo ship first. If one is required.

Probably, having a cargo dock without a cargo ship seems kinda silly. I've never looked, though!
