Buildings not finishing being built

I have plenty of construction parts that have been built and are being stored both in the machine and in a unit storage building.

Every building I am waiting to be built, looking like a ghost-building, requires construction parts as a recipe to build, and they are not being delivered.

When using unity to move the construction parts to the ghost building, it makes zero progress towards being built for several in game days.

Trying pause and unpause the construction of these buildings makes no difference.
Trying to prioritize the construction of these buildings makes no difference.

At first I thought it may be due to lack of jobs, but even with a surplus of workers, the issue/situation has not improved

What am I doing wrong here?

I think i spotted a bug where if any amount set to keep full, it will not be used for building. in my case it also had a conveyor attached. also not sure if it affects unity delivery

Unit storage continually being refilled, and the only trucks that are taking any are putting it into a manual assembly to make tier 2 construction parts

I figured it out. Somehow the constructions are all paused.
Hitting the unpause on the construction site resolved it.

icon bottom left that's yellow, that's the planning tool. lets you build but pauses it. there's the pause tool right above it. lets you drag boxes or click to unpause/pause buildings

Thank You guys! this was driving me nuts. Who would notice that little pause button down in lower box ?? It stays left on from planning mode as someone mentioned. Solved.

There is also a shortcut for the planning mode, don't remember it in my head, but head B in some other discussion. So might just have accidentally turned it on.
