It is a bit more complicated with more fail states than the average game of this type though. WnR is exceptional in its complexity.
It still has magical terraforming so no. That still applies since you can magically create and destroy soil. No trucks needed to haul dirt/stone when terraforming.
Yeah maintenance is great. Only took 2 years maybe in 2 more years we will have terraforming in realistic style of CoI.
Captain of industry is together with factorio one of the best factory building games!
W&R is the best city building game!
I definitely would not say CoI is less compleex. Once you get into the rations required for oil processing, nuclear processing and so on, I think CoI is significantly more complex. Put it this way - you'll almost certainly be needing a calculator of some sort to get the CoI processes working properly. Though with W&R, sometimes processes are tricky, but I've never needed a calculator. For a city builder, W&R is far less casual than say, City Skylines or Sim City. But from my time playing them both, still more casual than CoI.

The calculator is built into COI. If you use the search bar for it, it'll output the answers where your build menu usually is.
