I can easily turn the tier-1 Fertilizer into tier-2, the problem is that I have very little of the tier-1.
Dump the surplus compost on top of barren or landfill ground and it becomes dirt, suitable for expanding your farms. Then grow something that consumes a lot of fertility, like soybeans or sugarcane, which you can flip into industrial goods.
(Side note, why are soybeans so fertility-draining? They're a nitrogen fixer, they should be improving the soil, there's a reason they're in the rotation beyond how much cows and other vegetarians love them)
What you can do is find places in the factory where oxygen is being used (like the steel plant or fermentation) and then capture the nitrogen from the air separator to make more ammonia. When I capped out on research I no longer needed liquid nitrogen to make lab equipment, so I flipped those plants over to making ammonia (I trucked in some hydrogen for the purpose).
