All outputs of the different buildings can be found at the recipes.
If your trucks are too busy build more trucks, build long distance belts or switch off some factories for a certain time. Good luck.
Here's what you do, put a storage for each kind of scrap on the recycler output (use belts because the spacing isn't right to just plug them in) and one near the smelter belts for each material (iron/steel, copper, glass, gold) then you use a belt balancer to put scrap of the appropriate type right on the same belt as the ore you're using (raw or crushed depending on furnace level.) it doesn't matter if the scrap and ore are intermingled, so long as the recipes are turned on in the smelter it can handle a mixed belt, you should set the priority on the balancer so that the scrap is used first, that'll make sure the recycling doesn't back up.
The most sensible thing I've found is to build the recycling plant the labs and the maintenance in the same area, the small flow of recyclables from the settlement is easy to handle by truck, and the science and maintenance recipes tend to use similar components.
You start getting broken glass out of the recycling once there's glass in the recipe for the science packs (L3). I haven't gotten this far but I assume gold comes out once there's gold in either the maintenance or science inputs.

Not sure how you managed to get through the last update without noticing, but every lab above T1 will give out recyclables as soon as recycling is researched. That's not new.
But as for the surprise: Maintenance can (recipe, so optional), every lab higher than T1 will, recyclables collection from your settlement will (as soon as you supply anything besides food. Medical supplies, not sure) and finally, a shredder that is processing Retired Waste or Solar Cells will also. Those are all the sources of recyclables.
