What is render resolution?

I'm kinda disappointed with this games graphics but i'm looking at videos online of the fight against the stranger and it looks way better than mine, I have my resolution set to 1080 but the game looks like it's stuck in 720p or something, not god awful but it looks like vanilla Skyrim. Graphic presets are on ultra but Kratos's beard looks pixely. I see some setting called Render Resolution that's jammed on 640p but no clue what it is/does or how to change it.

Do you have any of the super sampling options turned on? Like DLSS or FSR? Maybe try turning those off?
