Perhaps you might have some sort of software issue? Or a hardware one, I dunno really. Game works perfectly fine on my rig.
I'd like to emphasize that I really don't mind it anymore - I've finished the game already and it ran very stable throughout the entire time I played it; I just don't understand why a game like GoW - when set to Ultra graphical settings - wouldn't utilize the GPU as much as it should?
A tech-savvy friend of mine speculated that it's because GoW was ported to PC and was not actually made to run on PC in the first place, but that doesn't explain why some people might experience this while others don't.
