for gpu you say the type of nvidia?
Just because your GPU supports DX12, doesn’t mean it supports all of Direct 11s feature sets.
The 900-/10-series all support Direct X 11.1
I think even some of the 600-series supports 11, but not fully sure if that generation got the x.1 feature. I can for sure vouch for the GTX 680 supporting it, and that's almost 10 years old now.. lol
...but you can most certainly find even lower generation cards than that, that will support DX12 though (..as that's a whole different way they built that, compared to previous versions).
I think you might be mixing up generations with lower-budget models. All cards from i.e. Nvidia that are x60+, since at least the 10-series should be more than fine. The 960 had a bit of issues with DirectX 11.1, so that might be why it's not officially supported with DirectX 11.1 (but there are workarounds, as it does support it - just not that well).
TLDR-ish:
Has nothing to do with age of the product - but more what the product can actually be expected to deliver.
"Any card" is pretty much DX12 supported, as it's done a bit different from previous versions of DirectX - doesn't mean every card will support all it's features though, which is why a card can support DX12, but maybe not DX11.1 (as it was way more strict with versions prior to DX12 - if you couldn't run one feature; then you couldn't install the thing at all).

On topic:
OP, try finding a DirectX 11.1 installer.
That might sort it out. Sometimes it just doesn't get installed correctly.
If you're unsure of your GPU supporting it or not; list your system specs and I'm sure someone will help you out :)
