Light/Shock Arrow questions

I understand that the attribute is toggled when you press up, down. But I am a little confused because the upgrade tree seem to say that light arrow can explode and shock can chain enemies. But as far as I know, the explosion don't happen that often. Is toggling/selecting the element all you do to get the shock/light attribute out of it? Is there any special trigger to make the shots more powerful or more elemental, or you just shoot and the elemental bursts just kick in on their own like critical chance?

I think your Luck may affect it.

But also, you can upgrade the Quiver for more damage plus ammo. And, Atreus outfits boost certain aspects as well.
