And yes you have to take them both out at the same time. There is a window of a couple of seconds otherwise the one who isn't down revives.
In the final stage you have to spread your attacks between both of them to get them both nearly dead and then hit them with a runic or line them up so you can put one down and then runic the other almost instantly.
