30 fps looks like 25

I get stable 30 frames but it doesn't look like 30 frames, is there any way to fix this?

I'll explain it differently:
30 fps in some scenes looks very smooth in other scenes it looks terrible

maybe that's just how the game is

i can't think of a possible "solution" to this tbh

FPS is measured over a time frame. E.g. if you get 29 in 100ms and a single frame in the other 900ms, then that is still 30 fps. What you could try is to install something like MSI and check your frame times. If that shows that the frame times differ widely from each other, then that might be your issue and you can go look for a solution from there.

the solution is a frame cap, if it turns out to be the case

Could you try to play in windowed mode, instead of borderless mode, and see if that changes the "feel" for 25 fps? If not, try Vsync as well.

look like problem with ping ms. When ping over 33ms then i get some "lags" but fps stable

I agree, also hat good fps but some scenes are just affected by the camera movement and made it feel a bit slower - but it never drops lower on the fps count.

Also i must say its a very nice porting experience so far :>
