You could test it with Vitality, see if your total HP actually increases past the cap, same with Cooldown.
(As for perks, my guess would be that if you've reached a very high value (bar filled) or if there's a hard cap, then they should be kinda useless ? I don't know how they're calculated, but the way they're worded ingame, it seems they just add bonus to the core stats).
Just experiment yourself. Number go up.

LOL experimenting is kinda annoying, since this game has NO DMG numbers, no axe or blade dmg tooltips. I want to know what I asked for, so I can avoid useless builds.
Yes, so i need to know IF there are caps on strength, vitality and so on. Otherwise I spend points on stats for no reason. Want to make sure every point is well spend.
That's why Vitality and Cooldown are the easiest to test, then the best you can do is guess that other stats work in a similar way...
You can always just fill all of the stat bars to their visual cap (in NG+), no worries about "useless builds" then :D
I'm with you on this, even though this game doesn't require min/maxing to handle any encounter, I do want to know what things actually do (worst offenders are perk activations and luck, what the hell is a "moderate perk activation" ? Is it 30% ? 10% ? And how does luck affect it then ? And how much "Strength" or whatever else does the buff provide ??).
Just having a secondary stat menu with everything detailed would already be great, without confusing people who don't care about these.
