I guess I'm not getting the Traveler armor since the shards don't drop everytime.

I think most enemies don't respawn. Theres only a few places they do, and those are mostly weak enemies. It has more to do with XP and overleveling IMO.

You can get extra travelers in the mists of niflheim on occasion. I've seen one there.

Also check 'lost treasure' in one of brok or sindri's shops, there you get any loot you didn't pick up. For some reason there's a lot of traveler shards there. Maybe because a lot of travelers that you kill are near cliffs (like the ones on the towers in the lake of nine) so their loot drops off. I don't know though.

If you're really dedicated to getting good armor, like the traveler set, or the traveler set +, do new game +. You can farm a lot of really rare resources to build powerful armor sets. The zeus armor is also very good.
