Sony typically creates very cinematic, story driven games that are in fact semi-linear at the cost of a full open world you therefor dont need any background simulations for 'organic' traffic patterns, 'AI' pedestrians etc the processing power that's saved can be put into better graphics.
Resident Evil are good examples, they spare anything really open world or actual inventory/crafting management and can show off fantastic graphics, RE 2/3/8.
That's why you shouldn't just compare the graphics of games, but need to see them as a whole.
Why do the units in Total War not look as good as in Metro Exodus? Because its thousands of them, cant compare.

Though i guess its a bit understandable when the game can only be maxed on a 3080 or 90. People who played it on consoles or on older hardware cant know how the game actually looks like.
Those pictures don't look good to me.
Lifeless and empty on most of them.
Also water looks quite bad most of the time; especially large bodies of water.
It is a PS4 game after all; no magic will suddenly make it the best looking game.
Metro Exodus Enhanced, Control, Cyberpunk 2077 all look better. Even modded Skyrim looks better; but that is of course extremely performance heavy.
RDR has amazing environments; but the character models especially hair let the game down. Overall great looking game though.
Best looking game I've played is hands down Cyberpunk. Gotta have some beef in ur pc for it to shine tho. RDR2 also beautiful. Cyberpunk wins the cake easily atm tho (atleast from the games in my library).
But yeah, on PC God of War is now the best looking. I expect God of War 2 to top

Not to mention, it is a TPS game, due to the distance from the camera, the game looks completely different in TPS than in FPS mode.
Just compare RDR2 in TPS mode when everything looks nice and once you switch to the FPS mode, textures are low res, models are low poly etc.
Art direction wise GOW wipes the floor with Metro EE, no argument there. However, Exodus also has the best lighting of any video game, hands down, easily setting a new milestone when it comes to PC graphics. You can't deny that.
Mostly though I agree with you. God of War is a work of art, even if it's not the most technically innovative release in 2022. The sheer scope of the world, the characters, environments -- it's a beautiful game, and might be the best at mind-blowing settings featuring a sense of scale that leaves you in awe.
Also, graphics aren't just about the visuals. Playing GOW at 120fps (had to cap it there for the best latency) adds so much fluidity and depth to the combat system, which was already extremely satisfying to begin with. Getting games to run FAST is just praiseworthy as making a game look good, in my opinion.
