Pls Help pre-install for GOW not writing to disk

Hi everyone,
pretty new to PC/steam
I pre-purchased GOW today and it gave me the option to pre-install ready for unlock day.
however the game when downloading is not writing to disk. (the green disk line line on the download screen is not active and disk is reading 0)
I have tried all suggestions I could find on the internet
clearing download cache, turning off antri virus
looking in the game log for errors, disk drive write errors
uninstalling and reinstalling (it had downloaded 5.6gb of data apparently but there was nothing in the game file, it was empty)
also a number of other things
I downloaded steam VR performance test today just to make sure that other content on steam is writing to ♥♥♥♥ and it is....
so I am not sure what to do is there something I am missing,,,,is this normal with a pre-sintall for it not to writ e to disk and i am trying to fix something that isn't broken??
any advice would be appreciated.
I tried contacting Steam support and I cant even do that because it only gives about 4 options to choose from none of which are my problem. I tried clicking not showing in the library (even tho it is, so I could try and get through to a different select tree, but it just says its not released yet)
From what I can tell my drivers are up to date and my graphics card driver def is.

I downloaded Horizon Zero dawn last week without issue.

No, this is not normal for pre-loads.
Have you tried switching to a different download server?
You can do that in Steam settings. Click on Steam in top left to find the settings.

Hi thank you so much for your reply, are you referring to the download region? my current is set to Sydney Australia if I set it to somewhere else in Australia or another country perhaps, is this what you mean?

Yes, that is what I mean. Set it to somewhere else in Australia first. The closer the server the better.
Also restarting Steam can help, too, if you haven't tried, yet.

thank you have just switched it to Melbourne but its the same thing, the switch also restarted steam. so that hasn't worked maybe I will try and switch to another country and see if that helps

Maybe it is fixed in a few hours. Maybe too many people are loading the game in your region?
Unfortunately Valve made a lot of changes to the Steam client in the last months and since then there is a bunch of ne issues with game downloads in general. Maybe yours is one of those.
You are right, there seems to be no category at Steam support for your issue, but you could still try contacting them and chose something that it closest to your issue. Maybe Steam cloud. I hope the link works, it should send you to a text box where you can tell them your problem.

the files Game is in ...\steamapps\depotcache but it's encrypted in CSM and CSD file

don't worry i think this is normal because its a pre-loading so that mean the game is still downloading on \steamapps\depotcache but encrypted so you have to wait until this 01/14 after sony release the other part for decrypt.

So can anyone confirm that when they pre-installed that they didn't have the writing to disk green bar showing at the top of their download page and that their disk was also showing 0/mb while downloading.
if it is in fact downloading I will start it up again....I thought in order to download it actually had to be written somewhere, so perhaps that's just my lack of knowledge showing through.

Yup, it did the same here... and like ismaelC002 said, you can find the downloaded files in the \steamapps\depotcache folder... the game will be installed into its proper folders, when the game officially releases tomorrow.
