I'm far from finished yet, but this seems to be part of the story anyway. He's someone who doesn't know how to be and is struggling to be a good father.

I don't know if he'll end up as a good one or not, but I can tell at least there's a journey between the two.

He is not a good father by the standards of modern living. In the world as we know it today, safe, sheltered from harm, fed, ect, he's an insane, PTSD riddled, emotional lockbox of a man who neglects his child.

However, understanding the context that he is living with unspeakable trauma in an incredibly hostile world, shows that he does indeed care for his child, and provides and sacrifices anything for that child, I think he's at least passable as a father. He has to live with not only what he has done in the past, but also what might walk through the forest and knock on his door tomorrow.

Kratos with as much as the problems he has, he is still trying his best to teach his son and make him a better version of himself with his guidance while also learning from his son.
That is definitely already miles ahead on what most fathers do.

Haha, I think the point of the story is that he becomes a better father.

In many ways he is a good father, he is just not emotionally attentive. He is there to protect, cloth, and feed Atreus. He is also there to teach him to do these things himself. These are very good fatherly traits. He is short tempered and makes his son feel bad and fails to give him answers for no reason other than his own issues. He needlessly holds back information about who and what Atreus is, but he never beats or physically abuses his son.

He starts out, essentially, a good father. He never becomes a great father throughout, but he becomes a better, more understanding father as the story progresses. He is forced to deal with the loss of his wife and Atreus' own grief, which teaches him to grieve, which also opens him up to Atreus' emotional needs.

Only could a world like like we live in today produce people who think Kratos is a bad father because he doesn't answer his sons every emotional moment with tears and hugs, haha.
