Is give me god of war harder on new game+ or standard new game?

It's possible to reach level 9 in the first gameplay, and from what I've seen, reach level 10 in NG+.

GMGOW on NG is rough at the beginning as you have no gear and skills and the enemies will be damage sponges till you acquire better armor and upgrades for your axe.

With NG+ you can start with all your current NG gear loadout at any point once the story is complete. The enemies are all lvl 7 or higher and are more aggressive. The Valkyries are a lot tougher and have new attack patterns.

Tactically there is little difference, they just hit harder and can soak a lot more damage.
