If you can't toggle HDR on in Windows then you might have to change the settings on your TV. On my TV I was never able to get HDR to work until I realized I needed to manually change the settings for the HDMI port I was using to HDMI 2.0.
If you did all this and it still looks wonky then adjust the HDR image settings on your TV. HDR looked like garbage on my TV until I changed it from 'Normal' to 'Bright', then it looked incredible. Of course the settings on your TV might be different than mine but it will be something similar. HDR in this game looks amazing compared to SDR once you get it set up right.
