Can't Unlock Fauna Utopia

I'm not sure if this is a bug or if I'm just doing something wrong on my end. Fauna Utopia is the only achievement I haven't been able to complete since the Vita Nova update. I've tried several different maps from all regions and I cannot get more than 19 animal groups to move onto any map (even if all 19 groups are happy). It's as if my game is limiting me to 19 animal groups on any map. Is it just me or this happening to anyone else? Since it's a new achievement I haven't been able to find any guides on how to complete it, so any tips are appreciated. Thanks!

The easiest region to complete this in (IMO) is Temperate. Animal needs are very simple, and all 6 species can coexist. Shoot for creating the "Perfect Environment" (as in the achievement) in 3 or more locations on the map, and you're almost guaranteed to win it.
