Perfect Location Achievement
How is this achievement even possible?

There are no maps with 4 different biomes on land; on maps with 4 biomes, at least one is always in the ocean and can't be built on.

EDIT: Never mind. The Tropical biome counts Mangrove and Wetland as two separate biomes, so you can create a beach that touches both and a tropical forest for 4 different locales.

You can also build on the ice tiles on frozen maps to get to the underwater plants. A little careful placement and pruning can get you there.
