Requirements for building wetlands?

I'm currently stuck on the quarry, where I don't have enough space to meet the wetlands requirement.

I've tried detonating areas around rivers to open new flooded areas, but it won't let me convert irrigators into hydroponiums. I'm trying to figure out if I have to have a certain number of tiles of water or grass to do that, or if it's because I'm on elevated land. It seems like a good sized pond, but it is two blocks higher than the lowest part of the quarry area. Anyone know?

You need to build them on lowlands.

Is quarry the second Temperate level? The central area has pretty much enough space to get all the wetlands you need (as it can't be built on higher ground). I used a couple explosives to clean out the area near water a bit

Yeah, it's the second temperate.

I did blow up some stuff and managed to get the last little percentage, so that worked. =) Good to know for future planning, though.
