the game never indicates that but i guess thats the puzzle of it
The only problem is that up to that point the game has been spoonfeeding the player, then suddenly stops. If anything I think all the game needs to do is stick a new tutorial popup when the player starts the second version maps saying, in essence "these maps are different, get creative, experiment with the tools at hand".
On the second Continental map I thought I had been blocked out of making lagoons, but watching the video play of the Mineralizer shows that it not only created rocks, but created land under those rocks, whereas on the Tropical Island version of that building, it created submerged rocks. Suddenly, there was the solution to making lagoons.
So although I think it's poop design to force players to guess through trial and error, it's even worse design to have an in-game encyclopedia that makes false statements.
Love the game, by the way. Just this one part is bad.
