If you mean the towers with the opening on the top, those just gather the materials. You need to:

1. Build the airship (usually next to water on most levels)
2. Build something to carry the recyclables next to the airship (usually a river-boat)
3. Build beacons of some sort to tell the river-boat where to gather from (If you're in a level with the river boat, these should look like scaffolding and only be buildable on rivers)

The beacons can gather on their own even without the towers, the towers are mainly there to gather things up so that you can get to stuff that the beacons can't reach.
