How to Recycle Buildings?

I am playing my first game and I think I missed something. I am in the recycling phase and I need to recycle buildings to get parts to construct the airship, but I cannot figure out how to recycle the buildings. I have seen mention of silos or recycling ships, but I don't have any option to make these. What am I missing in the process?

You need to place the airship down first, before you can place a drone, which will unlock the recycle options

What are the requirements for placing the airship down?
I am never able to find a place where it will let me place it.

You just need a flat 4x4 plot of area iirc
