How to unlock the card game

How does one unlock the card game stuff? I've looked everywhere and I can't find an npc for it. I'm currently at the final boss for context of how much I've got available to me

Head immediately west from Kernel Dump, into Protocol Forest. On the first screen, there's three paths heading north. NE goes to a chest in Kernel, N goes to the swamp, NW (head north towards the north zone transition, but then hang a left along the top of the cliff) is what you want. There's an NPC up there named Patch, that's the card game NPC.

In Binary Forest go towards Rainfall. Go up the stairs before the gate and turn left. There's a path and the npc for the card game is in the next area.

You'll need to play Patch a few times as you get more cards, either by winning, losing, and the terminal on the tree that refreshes once per game day. Eventually he'll stop giving you booster packs, and you'll need to create a card shop for him to migrate over, but that requires you doing the Misty Mansion questline.
