I would remove the secondary zoom altogether since there really isn't a need for that feature at all in the game.
Being able to use the DMR from a closer range with an accurate zoom is a playstyle that I really like. 8x Zoom is too narrow for close quarters, this upgrade fixes that.
What Cockatrice forgot to mention is that we are going to fix that soon. We found a way to make it work with both Toggle and Hold Zooming while still allowing magnification to be changed. We simply ran out of time.
I am referring to the additional zoom level upgrade when I said "secondary zoom". I don't think I'd ever get that upgrade simply because the zoom level that's given by default is enough to see and kill targets.

The Zoom upgrade makes the default zoom, zoom out more, making it a more viable close to medium range weapon, while still retaining long-range functionality through a a second zoom level.
The default zoom level (without the upgrade) zooms a lot, so if enemies are mobile and close to your position, zoom becomes a very bad idea. The upgrade fixes that
