On your rig, it should be able to hit 100+ easily.
EDIT: If that doesn't work, we are currently testing a new engine version. It's a little unstable and far from recommended for a full playthrough, but I'd be curious to know if that provides better results.

We could use some diagnostics to better understand where the issue might be coming from. Any chance you could enable some Console Commands and record a video for us?
During gameplay, open the console with (~) and type the following commands one by one:
You should now have a bunch of green text at the bottom right of the screen. Could you send us a 30 to 60 second long video to demonstrate the issue? Preferably in an area where the frame rates occur. To avoid overhead, keep the settings at medium/low, not Ultra or Ridiculous.
I am sending you the video as requested, note that the performance is a bit worse when recording on OBS, but all mentioned above still applies. I also noticed that when I tried changing the audio in-game to 96000hz, the option was not there, only 48000hz or 44000hz. As I mentioned before, I tried to change it on my speakers, 'cause it was greyed out for the headphones, but I did not experience any change, and I don't know if it could be connected to the fact that in-game it is limited to aforementioned 48000hz and 44000hz. I sincerely hope, you'll find some clue or culprit in the video I sent you. In the video I had all on ultra except the particle and smoke settings which were both on the lowest settings. I found only meaningful difference there in my testing, so I did not think, there is a need for lowering all. But if you want, I can provide also that. Thanks again, here is the link to the video.

Thank you. I am almost at the end of my first playtrough, I think.
Lowering all the particles helped so that save for some instances I don't see a difference.
But I look forward to the subsequent playtroughs when the issue will be resolved and I could enjoy the full intended experience.
Maybe it would be good to point out that the general explosions of cars, grenades and bombs are not so problematic as was demonstrated in the video. It's the blood, smoke and the particles of destroyed items that seem to be the problem.
