can't find last two upgrades in pathfinder hospital/water treatment

I've been searching for a hour or so but I can't find the last two upgrades in the area, i'm pretty sure i've searched the whole map but can't find any locations where they could possibly be

One upgrade in Pathfinder Memorial requires a Level 3 Security card. You find that later in the game!

I'm not sure what you are referring to in Water Treatment. It's a big map!

Do you know which ones you've found?

it's the section from rooftop access - the Broken seal

I know I found dual wield, the tech module, and the security upgrade in this section for sure the other 3 i am unsure what are from this section and which are from later in the game as I have back tracked to find the previous secrets.

I have double tap, burst fire, blowback, impact grenades and Annihilation mode unlocked for weapon abilities but I know annihilation mode was from the previous section.

it feels like there might be a section of the map I am missing but I have already completed the level so that seems odd.

One upgrade is a Health injector. It's in a storage cabinet near the Safe Room in the big water area with the bridge.

The Security Card is also an upgrade. Make sure to get those!

I got the security card in this level unless there are two, I actually don't know where the other cabinet keycard is, i'm pretty sure I used the one you're supposed to use on the one near the safehouse on the one in the courtyard and can't find the keycard for the courtyard one

Cabinet Cards are always relatively close to Storage Cabinets.

Remember, you can always move on and try again later. The game never prevents you from going back to this level.
