can't find small fish anywhere?

I have all the different baits- all the fishing poles- but i can't find anywhere to fish for small fish so I can move up! everywhere I try is for exotic fish..I reached level 3, but can't seem to get past this...If I try to fish for exotic fish it won't let me due to my level...what is going on?

Hi,

Please, try the waterfall lake near your house and other small lakes inside the islands. These internal lakes usually have small fish.

Not to rain on your projects, but why do you want to use the exotic pole and the exotic fish bait anyway? You can catch _all_ the fish in this game with the starter fishing pole and the simplest bait.
