If anyone knows how to get co-op to work properly, definitely let us know.
Firstly, you can HOST a game. You can hit "March", then select a stage.
It will ask you if you want "Privacy" On or Off. This is asking about Private Rooms basically. If you pick "On", only "Invited" players can join. If you pick "Off", any player can join.
Once you've selected the stage and privacy settings, a dialogue will pop up. And it will search for players. At this time, you can hit Y or Triangle to bring up your Steam Friends List. Then click on "Invite".
Player 2 should have their game running. And they should be in "Online Mode" also I think. Once you send the invite, tell them to "Shift + Tab" to bring up the Steam Overlay. P2 should see a chat window open that says "You've been invited, etc.". And you'll see a big green "Play" button. P2 should click that "Play" button.
Player 1 should see Player 2's name pop up in the dialogue box.
Now, if you have no friends to invite because you're me, instead of hitting Y or Triangle for "Invite", you just sit there. And hope someone, somewhere tries to Join your game. You may wonder how Joining a game works.
That's the second thing you can do in Online Mode. Join. Instead of selecting a stage, hitting LB or L1 will search for active rooms. If any are there, you'll see the name of the stage and the user. You can then attempt to join that stage.
