Early Pigeons will end you almost 100% of the time, so my recommendation is to get an attack that can at least deal 7+ damage to deal with them on more than one die. Keep in mind that debuffs like Fire or Bleed will trigger their passive to call more Pigeons, so stacking debuffs doesn't really work unless you can stack very quickly to 8 or more damage a turn.
With all modifiers enabled, they start with 16 Resolve, gain 3 a turn, and upon taking damage 3 times will call another Pigeon. The subsequent Pigeon will also abide by the same call another Pigeon rubric.
