How to change loadouts?

I can't find any info by googling, only guides telling that you should buy loadouts. I can't figure out at all how to change them or when I can change them, if at all during runs.

You can only change a loadout in the starting area hub Before you start a run, not after that.

I forget the vendor name, she's at top of hub screen, just right of the Rumi's Shop vendor. Screenshot below:

The vendor's loadouts screen will show the default loadout (labeled "Classic"), and load outs you can unlock via either purchase, progression in the game or accomplishing a specific challenge. Screenshow example below:

Although I've been underwhelmed by some of the more exotic Loadout weapons, like flamethrowers and the Glitter launcher, I'm told on Discord some of those are best for specific situations or boss fights.

When you complete a region, you visit a more simplified hub area - you can buy resuppy items, including sometimes Metal Slug and Slugnoid vehicles or Ammo Resupply; and buy/sell some weapon mods. But no access to Loadouts.

When you are at the character select screen in the garage you can hover or click on a character and at the top right it will show the current load out. There will be button prompts and if you have other loadouts for that character unlocked it will change to them. Can’t change a load out once a run has been started.
