How do I get tin?
So, I played the prologue and am continuing my game. I need to get a Workbench Level 2, but that requires 2 Tin Ore. I have never gotten Tin Ore; I see that there is a new kind of ore on the coastal sections, but when I try to get it, it tells me my tool is too weak. I have the best tool you can make with Workbench Level 1 - what am I missing?

Yeah, those are exactly the ones that tell me my pickaxe is too weak to break. And I have only two recipes, a "Primitive PIckaxe" and a "Pickaxe", and I've made the latter one twice now and neither one works on those.

Keep following the story and you'll be able to upgrade your pickaxe twice, and after the 2nd one you can mine the tin. From what I'm seeing, a lot of stuff is unfortunately gated behind story events. Like you can't make leather from hide until you make a bow, hunt a deer, and then go talk to someone. And you can't make a bow until you first talk to that person, because they're apparently the only one with a bowstring.

So where do I find more story? In the prologue version, I found the survivor's camp, found the cart wreck they were looking for, and was told that was the end of the prologue. Now I'm in the main game and the only quest I have is to make a tanning bench - which requires a level two Workbench, which is what requires tin - and they no longer talk to me nor is there anyone else around to interact with.

The level two workbench doesn't require tin. It's the level three workbench that requires tin.

If you upgraded the Workbench once, and it is Tier 2, the Tannery should craftable with 5 branches and 4 plant fibers.
When you are in the workbench menu, on the left side it will say the tiers of workbench you have unlocked (in white/grey text). Make sure you are clicked on "Workbench Tier 2"

I am in the same boat as jmc003, I have the pickaxe and the game still tells me its too weak to mine the tin near the lake. Frustrating.

You need the "Enhanced Pickaxe": https://steamcommunity.com/sharedfiles/filedetails/?id=2980602520

Okay, Vardis' comment made me go back and look at apparently I was completely misreading the interface, and I did have a level 2 workbench already, and I don't need Tin yet. I'll keep following the quest I have, that seems like it'll get me where I need to go.

Thank you all for the answers!
