As to specific game performance - no idea. If it's been a while, the first thing I'd do is a complete wipe of your GPU drivers (delete all leftover directories etc. after using the "uninstall" button - or DDU program if you want to be even more thorough) and reinstall them. After many overwrite "updates" to drivers it's good to this now and then anyway.
Or could try to turn off Steam Overlay/Experience/any overlay while playing this game.
Verify integrity of the game's files thru Steam, reinstall the game, etc. Or disable Shader Pre-Caching in Steam's settings, Steam's is redundant/not needed in most cases and can cause issues in some games, imo). The nature of trouble-shooting - one never knows.
