If he comes charging, jump the first, wait until he circles you in the second and then jumps, jump the third and go behind where he's ascending.
If he does the background to foreground charge that spawns slow moving projectiles, use the Homing Missiles to get rid of them.
If he uses the homing attacks that does the ground sweeping, fly behind him for the first, stay a little ahead of him for the second and go towards the opposite direction he is facing before the 6 large beams converge in a large blast
If he sets mines, destroy the middle one with any subweapon, aim up and shoot away.
His final attack actually made me google up an answer, only to find none and YET figure a way to finish him off (it's obvious)

How do you even get to him? I'm stuck on the side view on-foot section where you're going into small dungeons. I've been going in circles for hours.

I died a lot just to learn his patterns but it was fun boss fight, definitely my favorite from the game
There really isn't that much secret to this section, just check your map A LOT at dungeons and try to remember what parts you've already been
When he charges, jump over and use the lighting attack. Use a spread missile at point-blank range when he hits the ground.
I don't think he's vulnerable when he does the fly-by attack. Just take out the missiles with your blaster and homing missiles.
During the homing laser attack, stay diagonally underneath and behind him by hovering and alpha strike him with your blaster and both missiles (shortcuts can let you fire both missiles in rapid succession).
Try to destroy has many mines as possible using the lighting attack, they can spawn pickups. He also stationary long enough for a volley of homing missiles to connect. Always keep lightning ammo ready for this phase.
I didn't use a single Shortcut the entire game. Now I feel stupid.

Yeah, I managed to finish it. Cute, though I was so pissed from Garuda that it didn't really result in a WOAH moment. I was happy the game was over.
Though Thunder Breaker works well for dealing damage, especially during certain attacks, Homing Missiles are arguably more important as they deal max damage against Rising Garuda.
