Characters don't instantly eat the food when they're not close enough to starving - meaning if the bar is just slightly above the limit, they may not eat the food. It's annoying for me too, because I usually send them manually to eat, simply because they go on their own while already starving, slowing down and getting the debuff.
However, I had character who refused to cook on their own (negative trait), so others had to cook for them - I think the solution would be to simply raise the bar, so the hungry person goes cooking stuff earlier, so they don't get the debuff while cooking - same could be with sleeping, if left on their own, the characters often get the debuff and only then drag themselves to bed.
We need an automation menu breh, imagine managing like 15 workers if it ever got to that stage lol, making them cook sooner wouldn't solve mismatched sleep and food levels, I want everyone to have maxed food and sleep before they start the day, at least I don't think it would, def an improvement though so they don't get the debuff on the way
