I have this exact issue, extremely low frame rate after loading a game. Sleeping in a bed fixes it temporarily until it comes back.
have a geforce 3070 & a ryzen 3900x so i don't think it's hardware-related
Edit: After second turn on game, fps drops to 60-80 in open area, exit to menu and load save dosent help, same change resolution or window mode BUT after I die and back to life fps back to normal (120+ in same open area). So..... somewhere is the issue:x

We're aware of the issue and working on fixing it ASAP. In the meantime, a working temporary fix is to rest in a safe zone. I guess its a good way to practice some more sneaking & shooting the Birdman and other enemies. ;)

...is a crap laptop, then just stfu dude.
These specs are way more than enough to handle this game.

Not to mention you are mixing Nvidia and AMD - just my experience but those often don't work well together. And you are hitting the minimum requirements...
