I also thought tomahawks were pretty bad but I liked how they felt so I stuck with them, and eventually managed to get headshots relatively consistently even from distance and with the enemies on the move.
It's a MUST to fully upgrade your throwable skills though to get the most range and damage.
Also, as cool as the tomahawk you've found is (and it is VERY cool), keep in mind that the regular physical ones do more damage.

My jaw dropped when I saw this.
Damage however is kinda weird with certain weapons and targets.
For example Cultists cant be oneshot with the Rattler revolver and standard ammo from stealth, but an incendiary surprise shot does...so I had no reason to expect that the cool tomahawk would be good only to find out it oneshots them to the head.
The throwable perk is a generally great investment because its so cheap and boosts dynamite too.
For anyone going for this achievement:
-Cultist have huge heads, but their shoot and scoot tactic makes them a bit hard to hit
-Scallywags are a bit unpredictable in terms of hitboxes
-Avoid the skintaker huntsmen, their heads are tiny from any direction in any state
-Drowned Ones are easier to headshot once they have noticed you and are charging because their arms are lowered in that stance
-Manpedes are incredibly nice targets for headhawks
pretty accurate
But if you're determined to throw them, it's best to aim between the East and South crosshair pips, and I got my streak with the hellbat/flying leech guys in chapter 3.
They're everywhere & when aggro'd they just march towards you very slowly. Not sure if leeches count for headshots but I didn't risk it- just dodge em.
Using the invisibility mask artifact (found in silvermine iirc) lets you get real close before letting loose too.
Just make sure you clear the area of other enemies before you start the streak.
