I beat this boss twice now, the first time, I was hoping to kill it with the bonfires only so I lit them all and let it walk in all of them. When I realised it was doing nothing, I used my BIG gun and gold bullets, it took 4!!!
On my second run today, I only burn it once and my bullets (same weapon, same bullets) were doing WAY less damage.
I think that the bonfires remove some kind of protection this boss has.
FYI.
Shame they crapped the bed this far into the game, I was really enjoying myself.
once the ritual fires are lit, the boss should be much, much easier to deal with - especially since its regeneration is halved. But the boss has to enter the blue fire first, before weakness is exposed. And the more blue flames it enters, the easier it is to kill it.
If that happened and it still took a long time of you trying to kill that boss and made you run out of resources, then something may be wrong.

Well, I pulled it off.
Solution: Explored the rest of the map, specifically the NW section past the saw mill and found The Second Coming on top of the burned out doctor's place-- finally, something that can chamber all the Long Ammo I've been stockpiling.
Loaded up on nitro rounds for Emerald Eyes to hit the bonfires when Cthulhu gets close enough then just kited the hell out of it, ignoring the tentacles completely. Took about 5-10 minutes.
I guess I just wasn't counting on a giant boss fight in my stealth-action game, but here we are.
