Boris's Squad, unable to progress

I'm currently stuck at the end of the questline. I talked to Ester and Lindon first before even getting to Boris and failed their quests. (didn't know it would affect this specific quest later on) Then i got to Boris doing his back and forth quest getting the package. After that he offered me to pay 2000 or impress 2 of his squad and Eugen. After that i learned about Gera , visited her and it updated the quest log. This also updated the Boris's Squads quest log with some lines about Ester and Lindon which state, that they won't vote for me.
So far so good, now i returned to Boris and talked to him 2 things happen:

- The dialogue option for paying him is completely gone.
- Asking him about recruiting to the squad, he tells me that Gera, Lindon and Eugen will vote for me, no mention about Ester and him still saying, that i need 2 of his people to vote for me.

Is this intended?
I still have the quest open and no way to progress it. I guess joining their camp is out of the question, but shouldn't the quest fail when i didn't manage to convince enough of his squad?

Sorry for the late reply. Your issue seems like a edge case we might have overlooked. Can you report it ingame with F2? That way we can find the problem much faster
