Is there teleport spell or swimming?

I found a few places that are completely surrounded by deep water one has an item on it that i am pretty sure I need for one of the puzzles ... but I do not know a way to cross deep water - chapter 4 currently

There is something you can find to do that if you explore a bit

There is a dash spell called "misty step" you can find on a corpse near a sword in a rock somewhere in the east of the map, next to the "forest temple". Maybe you can buy it in cities but not sure
