Bug for quest 'Weird Demeanor'

After doing all the steps and presenting the evidence to Fulk he gives you the 100 gold quest reward and says he's going to talk to Baldo.

In my game he just stands there and if I speak to him again I can present all the evidence again and receive the 100 gold reward again before he get's stuck again.
