Travelling Merchants?

I read that there's supposed to be a quest to get the fast travel for free instead of having it cost money each time. How do I get it?
Online I found it's supposed to be with Lobo's Partner after you find his bag. But I did his lost bag quest and he was never with a partner. I had already gotten access to Nemeton at that point, so I told him I didn't need him to get me in anymore. He stayed just were he was, then in chapter 2 he moved to the front entrance of Nemeton, wanting 50 gold for fast travel like everyone else.
Did I lock myself out of free fast travel, by getting to Nemeton through George? If so that would be incredibly ♥♥♥♥ design, to lock such an important feature, behind such an obscure and easily missable quest.

Found it now by reloading. Pretty unintuitive. For something that's so important, what incentive does the average player have to go and look in that little corner of the Nemeton market to get this quest.

Exploration only work if they haven't been there already. Likeliest scenario they did george's quest and gotten entry and the market is likely the first thing you'll explore.
