When do we get to use spells? Im 35h in found 2 spells that require a rune

I explored basically everything there is accessable so far, i got my spark and i'm in chapter 2. I doubt the game will be another 35h so it seems access to spells has been added far too late. When will it come?

Chapter 4 introduces your own runestone and with that rune magic. Basically near the end of the game.

bummer, seems like a major design flaw when i can train mind already in chapter 1
