But players are greedy sqirrels and always find one more way to ridicule dev intended progression order than they can close such gateholes.
Then you have to kill them yourself without much kiting if you want the armor.
And amazing gear than can either be found in the world or is in possesion of extremely strong npcs is a good thing
This shouldnt be changed/fixed. Kiting monsters that want to kill you to a nearby player/assist is legitimate in my book and normal RPG mechanic.
Having an EPIC armor piece wearable at lvl1 is not. I found a few epic axe/swords etc which i can not use so far while exploring every cave north of the woodchopper camp at lvl1-2.
Kiting lower level enemies to guards is what they are intended for. Otherwise you end up like Two Worlds where the people in the starting village kill the final boss for you.
Kiting is valid to some extent - as every player is aware of the fact, that he risks to sacrifice xp and therefor levels and stats in the long run, just because he's impatient.
And implemented stat requirements for high end armor would be (just as they did it for weapons) far better than to just gate them via harder enemies.
