I would like to know this as well, can't find anyone, and it's the last skill I need in the tree.

In chapter 2 and after, you can fight Bady to teach you the final skills.

Yeah, I found him, he's west of the pit in that alcove on the map in a tent, there are some bird enemies nearby as a reference.
