Ruins Raiders Questline Start Location

Topic, I've been everywhere on the map more or less and talked to everyone in their camp with no quest start so I'm assuming it's some random NPC in a random location. I'm playing on the review build so it's possible the quest is bugged out.

Have the same problem it seems if you find Ede before doing the missing quest the Ruin Raiders questline don't triggers.

It seems the quest starts by picking the letter on the table in leader room.

Yes, i've found and talked to Olaf first before the ruin raiders. But even with Olaf, there's no dialogue option regarding to ruin raiders.

So, does it mean that i can't start the ruin raiders questline?? or is that a workaround

Theres another threads about it, the quest starts 1. If you get beaten by Bandits, they put you in a cave. 2. You find that Cave yourself. Two is how i started the quest. After clearing that cave, you have a quest to investigate it further.
