Yes, although magic becomes more important in the later parts of the game.

Game has magic and it is both extremely impactful and a very important part of combat. However you will only unlock it after the first 2 chapters have been fully completed, which requires mainlining the story for a bit and mainlining would also (IMO) rob you of a pretty great chapter 1 experience as well as lock you out of a few chapter 1 exclusive questlines.

My personal recommendation would be to just pick a weapon you like and go all in on it, raise both your physical combat stats up to 20-25, then when you unlock magic dump all your remaining points into mind. Also spend all your mandragoras on Luminous bass to increase your base focus.

Don't rush magic and just enjoy the game as it comes
