Choosing faction

Is it bad if I do quest for both factions before I decide to join one? I have low prowess to continue some quests for my chosen faction :(

Doing everything for both before joining either is perfectly fine, if anything it's probably better as exp is finite, it helps to have a faction in mind for who you want to join though as some quests kind of undermine the other faction a bit and another thing to keep in mind is that the faction areas get locked off once you join. So the pit and upper area of the remnants camp will be inaccessible if you join the other faction.
